SUBJECT:  Verification of Limited Employees Eligibility for
                     Career Conversion

As UCSD further implements the required changes to the UC Personnel Policy governing Limited (formerly casual) Appointments, it is necessary to assess any career conversion rights for employees who served in casual appointments during the period of January 1, 1998 through December 31, 2000.

In compliance with the UC Guidelines governing the eligibility for career conversion each of the following criteria must be met:

- The employee must have actively held a "limited" appointment at UCSD on January 1, 2001;

- The employee must have been on pay status in one or more casual positions for at least 1000 hours during any thirteen (13) consecutive months between January 1, 1998 and January 1, 2001, and

- During the same thirteen (13) month period as referenced above, the employee cannot have been off pay status for one hundred and twenty (120) consecutive days.

This process does not include Casual Restricted (Student), Per Diem and Temporary Employment Services (TES) Floaters, as these employees are subject to different career eligibility requirements.

Listings of limited appointed employees have been provided to the Vice Chancellors and Director of Hospitals. In a separate communication, the Human Resources Department will contact each of the employees and advise them about the verification of career eligibility process. Should the employee wish official review of their eligibility, a request must be filed with the Human Resources Department no later than the close of business on the first business day following December 31, 2001.

If career conversion is warranted, career status will be effective the first day of the month following receipt of the employee's request for verification by the Human Resources Department. The results of the verification will be communicated to the appropriate departments. When eligibility for career conversion is determined, departments will be advised prior to Payroll/Personnel System (PPS) entry so that other career status entitlements can be handled in a manner similar to any other new hire transaction. Employees converted to career status will have a thirty-one (31) day Period of Initial Eligibility (PIE) to enroll in career benefits commencing from the date that the transaction is recorded in PPS.

The Verification of Limited to Career Conversion Eligibility Form is provided as an Attachment and indicated below.

Limited to Career Conversion Eligibility Form

Section One:
