SUBJECT:  UCSD Health Care Facilitator Program

I am pleased to announce a new health care service program for UCSD faculty and staff called the Health Care Facilitator Program. The program is designed to provide medical plan customer service to the UCSD Campus and Healthcare Enterprise by assisting clients with resolving a variety of service issues including billing and medical care accessibility problems, and providing customer education regarding medical plan coverage. The program aims to improve the communication and service that UC faculty and staff receive from their respective medical plans. The Health Care Facilitator will serve active and retired faculty, staff and their family members, surviving spouses, beneficiaries, and other UC annuitants.

The UC Health Care Facilitator Program was initiated in 1999 by members of the UC Faculty Welfare Committee, Emeriti Associations, UC Retiree Associations and HR/Benefits staff at the UC Office of the President. Pilot programs were established at Berkeley and Irvine that resulted in the program being expanded to several other UC campuses. The program now has been extended to all campus and laboratory locations.

Wilma Westmoreland has been appointed as the UCSD Health Care Facilitator. She brings a strong background of related experience to this important new position, including 33 years of service at UCSD. Her career includes experience in Patient Care Services, where she served in various capacities including patient admissions, ancillary services, patient accounts, physician billing, medical transcription, and student health services counseling. Wilma joined the Human Resources Department in 1984 and most recently served as the Insurance Carrier Liaison in the Benefits Unit.

In her new role, Wilma will be available to assist members with understanding and obtaining the full benefits and services from health plans under group contract with the University. All services will be provided at no charge to participants and include confidential assistance in resolving medical plan issues related to billing, access to care, eligibility, benefit coordination with Medicare and other plans, and referral services.

The UCSD Health Care Facilitator Program officially will be in full operation by October 1, 2002. Its office location is Campus Services Complex (CSC), Building B.
