SUBJECT:  Formal Review of the Proposed Revisions to the University of
                     California Whistleblower and Whistleblower Protection Policies

This Notice is provided to announce the formal review of the Proposed Revisions to the University of California Whistleblower and Whistleblower Protection Policies.

The University's Policy on Reporting and Investigating Allegations of Suspected Improper Governmental Activities (Whistleblower Policy) and Policy for the Protection of Whistleblowers from Retaliation and Guidelines for Reviewing Retaliation Complaints (Whistleblower Protection Policy) are being revised to conform with the California Whistleblower Protection Act, which was amended effective January 1, 2000.

In April 2001, a Notice was issued to invite the campus community's review and comments about the draft Whistleblower Policy and Whistleblower Protection Policy. The comments received were forwarded to the UC Office of the President (UCOP). Since that time, additional revisions have been made to the Policies. For example, Section VI/Roles, Rights and Responsibilities of Whistleblowers, Investigation Participants, Subjects and Investigators has been added to the Whistleblower Policy. This Section codifies long-standing University practices with regard to the responsibilities of whistleblowers, witnesses, subjects and investigators. The primary change to the Whistleblower Protection Policy includes the expansion of evidentiary standards required by the law and the addition of clarifying language through the Policy.

The UCSD community is invited to review and submit comments regarding the proposed Policy revisions. The Policies may be reviewed electronically on the UCOP website.
