SUBJECT:    Proposed Revisions to APM 210-1-d, APM 240, and APM 245
(Appendix A)

The University invites comments on Academic Personnel Manual (APM) Section 210-1-d Instructions to Review Committees that Advise on Actions Concerning Appointees in the Professor and Corresponding Series, APM - 240 Deans and Provosts, and APM - 245 (Appendix A) Department Chairs.

A Strategic Review Panel, convened by President Atkinson, recommended in May 2003 that educational outreach should be incorporated into the teaching and research mission of the University. The Panel asked the Academic Senate to develop the means by which faculty could be properly recognized and rewarded for their participation in educational outreach. In addition, in August 2003, President Atkinson asked the Provost's office to follow up on the recommendation that the Academic Personnel Manual be revised so that policies governing faculty merit and promotion will recognize and compensate for the extraordinary service record that is often a component of the careers of minority and women faculty.

On June 23, 2004, the UC Academic Council recommended the draft APM revisions. Members of the Academic Council were unanimous in their view that these changes were a good first step in furthering the cause of outreach academic preparation at the University of California.
