SUBJECT:    IFIS Edits on Purchase Transactions Restrictions

In compliance with State law, UCSD must ensure that purchase transactions with independent contractors and consultants must not be made to any current or certain previous employees of the University. Senate Bill (SB 1467), which contains severe penalties for violations, amends Public Contract Code to restrict the following practices:

- Purchasing, leasing, or renting goods or services from UC employees

- Contracting with certain former UC employees as independent contractors

To ensure compliance with these restrictions for purchasing transactions, IFIS now systematically imposes these new edits on all Purchasing module department orders:

- If the vendor is currently employed, or was employed by UCSD within the past two years, IFIS prohibits the completion of the order.

- If the vendor is a person, not a company, and the commodity code is P0116 (Professional Services), IFIS displays a warning and suggests using a High Value Purchase Requisition.

To learn more about these and other restrictions for independent contractors and consultants, please review the following article in Blink at http://blink.ucsd.edu/go/contractrestrict

If you are trying to process a department order and receive an error message, contact Patrick Little in the Purchasing Business Contracts Office at or (858) 534-4439 if you have questions.
