SUBJECT:    Changes to PPSM 20 and 50 - Formal Review

The University is reviewing a number of Personnel Policies for Staff Members (PPSM) to provide staff employees with more opportunities for career development and professional growth. PPSM apply to policy-covered employees, while employees represented by a union are covered by applicable collective bargaining agreements.

As a result of the first stage of the review, the University has proposed revisions to PPSM 20 and 50 and new procedures to ensure consistency in the application of these policies at all locations.

For PPSM 20 (Recruitment), the major proposed changes are to:

* Formalize career ladder recruitment and streamline advancement opportunities within a single class series

* Allow employees competitively selected for an internship program to be appointed to a vacant position pursuant to local guidelines and approvals.

For PPSM 50 (Professional Development), the major proposed changes are to:

* Enhance language to support employee professional development

* Provide, in general, 80 hours of release time per calendar year based on an approved development plan
