SUBJECT:    CONSTRUCTION ALERT-SIO New Sea Water Return Line

Background

Since 1910, SIO has maintained a seawater system to support research and teaching. In order to allow the discharge of the seawater from the aquariums and storm drain runoff onto the beach, a permit needs to be issued every five years. Last year, the State Water Resources Department issued new requirements to SIO in order to continue operating the seawater system. Two of those requirements were that no Dry Weather Flow is allowed onto the beach and that SIO has to monitor and improve the quality of the seawater being discharged to meet Ocean Plan standards. To meet these requirements, the seawater and storm drain lines will need to be separated.

Project Description/Location

New sea water return pipelines will be installed as part of the SIO Sea and Storm Water Management Project. One return line will start just west of Isaac Hall and continue down Biological Grade. The other return line will start near the sea water tank located north of Downwind Way and west of Expedition Way and continue southwest, south of the Deep Sea Drilling buildings and under La Jolla Shores Drive. The two lines will join each other near the intersection of Biological Grade and Naga Way and continue northwest to the lower Hubbs Hall parking lot, terminating in the existing storm drain line which discharges west of Hubbs Hall. The majority of this installation will be accomplished with trenchless technology, requiring several drilling or receiving pits, minimizing open trenches along the alignment.

Immediate Street Impacts

Excavation and soil removal in the vicinities of the five drilling/receiving pits along Biological Grade, in the vicinity of the single pit in Downwind Way and in the lower parking lot at Hubbs Hall has begun and will continue until January 1, 2007. There may be some congestion and delays in these areas due to narrowing of the roadway, perhaps to a single lane in some areas, and increased traffic due to construction vehicles.
