SUBJECT:    Assistant Vice Chancellor - Human Resources

I am pleased to announce the appointment of Tom Leet as Assistant Vice Chancellor of Human Resources. Tom has more than 25 years of progressively responsible higher education human resources management experience, including 10 years at Purdue University and 15 years at UCSD. As the Director of Human Resource Services since 1994, Tom has compiled an impressive record of building work force diversity, delivering exemplary service to the campus community, and developing creative human resources solutions.

Tom has been the recipient of two UCSD "Community Champion" awards for outstanding leadership in furthering diversity on campus and within the Human Resources Department. His leadership played a pivotal role in UCSD being honored by the San Diego Workforce Partnership for outstanding recruitment and outreach service to the greater San Diego community. Tom and his staff have also transformed UCSD's Temporary Employment Service (TES) by building a highly diverse pool of talented temporary workers and by expanding annual placements tenfold. The transition of many of UCSD's temporary workers from the TES pool into career positions via competitive placement has been critical to UCSD's recruitment efforts and has strengthened the diversity of the career workforce.

Tom is the architect of UCSD's popular outreach advertising campaign, "Make An Educated Choice" that features UCSD staff and is aimed at building a staff workforce that mirrors San Diego's multicultural population. He was a key contributor to the Disability Management Committee appointed by then Chancellor Robert Dynes to improve the effectiveness of service to UCSD students, faculty, and staff with disabilities. He was one of nine faculty and staff members from the UC system selected by the Office of the President to serve on a committee that made recommendations for improving faculty and staff working relationships. His expertise in leading the development of electronic systems to support human resource processes has resulted in many of UCSD's human resource systems achieving "best practice" status in higher education.

Tom's work reflects his dedication to improving the working environment for UCSD faculty and staff, including chairing a committee that led to the establishment of the Health Care Facilitator Program, which has assisted thousands of UCSD employees in resolving issues with health and welfare benefits. He introduced mediation training for supervisors as an alternative means of dispute resolution and led several sub-committees initiated by the Faculty Welfare Committee that developed solutions to benefits service issues.

Tom is a highly regarded instructor and presenter, having served as an Adjunct Faculty member in Purdue's School of Technology, and having conducted human resources workshops nationally for CUPA-HR and the American Pharmacological Association.

Tom was responsible for the implementation of the UCSD internal recruitment program, which provides priority consideration to UCSD career staff for select classification titles. In slightly more than two years, the percentage of UCSD career staff selected for promotion into these titles has risen from 18 percent to 65 percent, an important building block for UCSD's succession planning efforts.
