SUBJECT:    Proposed Revisions to Policy and Procedure Manual Section
230-28, Academic Advancements and Reappointments

I am pleased to submit for formal campus review proposed revisions to UCSD Policy and Procedure Manual (PPM) Section 230-28, the UCSD policy on the advancement and reappointment of academic personnel. The proposed revised policy and a summary of the proposed revisions are available on the Web at:

A significant effort has been made to improve PPM 230-28 through: clarification in policy of existing campus practice; incorporation of changes made to the UC-wide Academic Personnel Manual (APM); removal of outdated, inaccurate, or duplicated information; separation of policy from procedure; reorganization of information; a clearer identification of responsibilities; and substantial (but non-substantive) technical editing.

These revisions represent a cooperative campus effort and incorporate changes suggested by Academic Personnel Services, department and academic administrators, and the Academic Senate Committee on Academic Personnel.

I wish to point out specifically the major improvements in policy regarding the evaluation of assistant-rank appointees (Section VII. D and E). Please note that detailed information has been added on the evaluation process for non-Senate assistant-rank appointees.

The policy also clarifies that year six is the normal time for promotion review at the assistant level, but postponement of the promotion review is still permissible if there is evidence of work in progress that is likely to lead to promotion. The revised policy also provides for a single appraisal at the fourth year and replaces the sixth-year appraisal with a promotion assessment. This policy represents primarily a clarification of the existing University practice for evaluating assistant-rank appointees and a strengthening of the requirements for postponement of tenure review.
