SUBJECT:    CONSTRUCTION ALERT – Mid-Coast Light Rail Transit Project: P701, P702, & P705 Closures

Project Description/Location:

Construction of the Mid-Coast Light Rail Project began in October 2016 and will continue through 2021. The Mid-Coast Light Rail Project will expand transportation capacity in the corridor to accommodate existing and future travel demand, particularly for peak-period commute trips. Once completed, the Trolley extension will provide an effective campus commuting alternative, reduce roadway congestion, improve public transit services, and better connect the Mid-Coast Corridor with areas of San Diego County served by existing Trolley routes.

The Trolley crosses to the west side of I-5 just south of Nobel Drive and continues on to the UC San Diego campus. It then crosses back to the east side of I-5 near Voigt Drive to serve the UC San Diego east campus and Scripps Memorial Hospital, transitions into the median of Genesee Avenue, and continues down Genesee Avenue to the Westfield UTC transit center. This new service will enhance direct public access to other regional activity centers and improve travel options to employment, education, medical, and retail centers for corridor residents, commuters, and visitors.

In anticipation of the construction of the Mid-Coast Trolley, the contractor, Mid-Coast Transit Constructors (MCTC), will occupy parking lots P702, P705, and a portion of P701 indefinitely. Construction activities within these areas will include but are not limited to fencing construction areas, contractor mobilization, underground utility work, material staging, and erection of concrete formwork for building the elevated guideway.

Standard construction hours for the East Campus (UC San Diego Health – La Jolla) will be from 7am to 5:30pm Monday through Saturday. Work performed outside of these work hours will require prior approval from an authorized UC San Diego representative.

Immediate Parking Lot, Street Traffic, and Pedestrian Impacts:

In order to accommodate construction activities, parking lots P702 and P705 will close on January 9, 2017. Additionally, a portion of parking lot P701 will close in February 2017. Signage will be posted in each parking lot to provide additional advance notice of closure dates.

Parking adjustments have been made throughout the Medical Center Campus over the last six months in preparation for these lot closures to ensure that patients, staff and visitors have adequate parking in close proximity to UC San Diego Health services. In order to help alleviate the loss of parking for UC San Diego Health employees, visitor parking spaces on the roof level of the west side of the Campus Point Parking Structure will be available for staff parking from 7:00pm to 7:00am. For additional information regarding parking availability and locations, please click this link: https://maps.ucsd.edu/map/default.htm

There will also be an increase in construction traffic along Voigt Drive, but the existing number of traffic and bike lanes will be maintained at all times. There may be occasions when the construction effort will reduce this road section, but this will only be done by permission of the University and with the required safety flag personnel.
