SUBJECT:    New IDC Rates

UC San Diego has completed negotiations with the Department of Health and Human Services (DHHS), the cognizant agency for our Facilities and Administrative rate agreement, resulting in multi-year increases to organized research indirect cost rates. While the approved rate agreement is pending finalization, DHHS has authorized the use of these rates for organized research in upcoming proposals. The new rates listed below are effective July 1 of each fiscal year.

July 1, 2017, to June 30, 2018: 56.0%
July 1, 2018, to June 30, 2019: 57.0%
July 1, 2019, to June 30, 2020: 57.5%
July 1, 2020, to June 30, 2021: 57.5%
July 1, 2021 to June 30, 2022: 58.0%

The rate increases over multiple years will require that split budgets be developed as the period of performance crosses fiscal years.

Implementation of this new rate is encouraged for all proposals being prepared and submitted effective immediately, however a grace period will be allowed so that the new rates are not required to be incorporated into budgets for proposals that are due January 3, 2018 or later.

All existing grants and contracts will continue at the rates established by the terms of such agreements. Awards forthcoming from proposals previously submitted to the sponsors (prior to December 1, 2017), will honor the rate reflected in the proposed budget.

Rates for Instruction, Other Sponsored Activities and Marine Physical Laboratory will not change until the final rate agreement is approved by DHHS. Therefore current rates should continue to be applied until further notice.

The Office of Contract and Grant Administration (OCGA), Scripps Institution of Oceanography OCGA and Health Sciences Sponsored Projects Pre-Award Office are all aware of the new rates and are available to work with faculty and department administrators to incorporate the new rates in their proposal budgets.
