SUBJECT:    CONSTRUCTION ALERT – East Voigt Drive Improvements Project –Voigt Drive Closure

Project Location/Description:

UC San Diego has recently been involved with several important regional
transportation improvement projects. These projects represent a
significant benefit to the campus and community by improving traffic
circulation and access for all UC San Diego stakeholders including
visitors, patients, and the local community.

The next major phase of transportation improvements is set to begin this
month on the UC San Diego East Campus. In partnership with Caltrans, as
part of the North Coast Corridor (NCC) Project, the East Voigt
Improvements Project encompasses the widening of Voigt Drive,
improvements to the Voigt Bridge, and a realignment of Campus Point
Drive. The improvements will expand transportation capacity in this
corridor to better accommodate existing and future traffic demand,
particularly for peak-period commuting. The improvements will also
provide more direct access from the Voigt Drive Trolley station,
especially for those visiting local medical centers, schools,
businesses, and other nearby facilities. The project will also bring
underground utility improvements to the campus, a bicycle lane along
Voigt Drive, and new sidewalks. The improvements are anticipated to be
complete by the end of 2021, which aligns with the opening of the UC San
Diego Blue Line Trolley extension.

Construction along Voigt Drive will require full road closures during
this multi-phased construction effort, which will last approximately
14-18 months. Full road closures are necessary to expedite project work,
lessen the overall impact, and ensure public safety.

Immediate Parking Lot, Street Traffic, and Pedestrian Impacts:

The first phase of work requires a full road closure of Voigt Drive
between parking lot P701 and Campus Point Drive. This initial phase is
scheduled to begin on April 20, 2020, with Voigt Drive remaining closed
to through traffic for approximately 14-18 months. During this time,
vehicular, pedestrian, and all forms of micro-mobility will be detoured
to use Regents Road, Athena Way, Athena Circle, Medical Center Drive
South, and Gilman Drive to access UC San Diego’s West Campus. Please
observe all temporary traffic controls and crew member instructions.
Reduce speeds and exercise caution when traveling near work crews.

Public access to parking lot P701 and the Triton Baseball Field will
remain available during this phase. Emergency and maintenance access
will be maintained for The Preuss School and the SDG&E Substation.

Access to the UC San Diego Medical Center and Emergency Department via
Campus Point Drive will remain unaffected during this phase.

The next phase of work could begin as soon as June 1, 2020, which will
impact Campus Point Drive. We are monitoring the impact of novel
coronavirus (COVID-19), and will address the needs of our medical
centers as they are identified, with the priority being the health and
safety of our patients, students, faculty, and staff. An additional
Construction Alert describing the specific impacts to Campus Point Drive
will be distributed prior to that work commencing.

to facilitate these access, circulation, and infrastructure
improvements.
