AND NAMING OPPORTUNITIES
University of California Development Policy and Administration Manual, August 1, 1989 The growing complexity of UCSD Development operations and the increasing availability of naming opportunities necessitates formal guidelines to ensure UCSD's adherence to University-wide Development policy. The following guidelines establish campus naming opportunities and minimum gift levels. Each proposal for naming for an individual in recognition of a gift shall be considered on its own merits. The UC Office of the President has no policy addressing the issue of minimum gift levels necessary to provide a naming opportunity, as this issue is left for campus determination. However, The Regents of the University of California retain authority for naming University streets, roads, land reserves, buildings, major portions of buildings, major centers of activities, and other highly visible properties, programs, and facilities. No commitment for naming University properties, programs, and facilities in recognition of a gift shall be made prior to campus, community advisory board (if appropriate), or Regental approval. The Regents authorize the President to approve the naming of minor portions of buildings, small outdoor areas, and other minor properties, programs, and facilities. In cases in which the distinction between proposed namings requiring Regental action and those requiring Presidential action is not clear, the President's Office of Coordination and Review is the arbiter and must be consulted for a determination. After the determination is made, the proposal is submitted in the form of either a Regents' Item or as a letter to the President requesting approval. Gifts establishing named funds, either endowed or current expenditure, do not require special approval unless the fund is an Endowed Chair or the gift exceeds $1 million dollars. Endowed Chairs and gifts over $1 million dollars must be approved by The Regents, at which point the naming is considered as well. The Office of the President requires a minimum of $10,000 to establish an endowment and a required minimum of at least $250,000 ($350,000 effective 1/1/93) to establish an endowed chair. Other naming opportunities and levels have been left to the discretion of the campus in accordance with its own policy guidelines for minimum gift levels and naming opportunities. The minimum gift level for namings involving University properties, programs, and facilities will be established on a case by case basis, at the recommendation of the appropriate Dean or Vice Chancellor, and approved by the Vice Chancellor-Administration and the Chancellor. The Regents require that any gift naming a University street, road, land reserve, building, major portion of a building, major center of activity or other highly visible property, program and facility be in an amount which will either fund the total cost of the project to be named, or provide funding for that portion of the total cost which would not have been available from any other source (such as Federal or State loans or appropriations, student fees, bond issues, etc.), and should constitute a significant portion of the total cost of the project to be named. Terms and use of gift funds shall be negotiated with donor(s) on a case by case basis. When a proposed naming opportunity of a University property, program, or facility is identified that meets the minimum gift level of the campus and The Regents, the Development Office will prepare the Regents' Item or letter to the President requesting approval, and refer the proposal to the Campus Naming Committee. The Campus Naming Committee is to review naming proposals and make recommendations concerning the naming of all campus buildings, streets, colleges, and facilities to the Chancellor with consideration given to: the significance of the proposed gift as it relates to the realization and/or success of the project or to the enhancement of the project's usefulness to the University; the urgency of need for the project or for support funds for the project; the eminence of the individual whose name is proposed; and the individual's relationship to the University. The Regents policy states that the Chancellor can authorize the installation of plaques, cornerstones, inscriptions, and other suitable commemorative displays in recognition of a gift. This policy is applicable to the placement of plaques in portions of buildings and the naming of those portions after individuals, as well as to the use of plaques to honor an individual without intent to name the building or portion of building after the individual honored. If installation of a plaque or other commemorative display is contemplated in relation to the naming of a University property, program, or facility, approval of such installation by the President or The Regents is implicit in the naming approval required. These are funds available for current expenditure and may be restricted as to the purposes for which they can be distributed or unrestricted and distributed at the discretion of the UC San Diego Foundation Board of Trustees for Foundation funds or the Chancellor for funds held with The Regents. Minimum gift level to establish a current fund:
*For Regents funds under $10,000, Extramural Accounting encourages the use of various donor accounts as an alternative to establishing a single account; for funds $10,000 and greater, a separate account must be established. No lasting naming opportunity is associated with current funds. A name is selected for the account based on the name of the donor, designated program, or some other appropriate name.An endowment fund is a fund whose donor has stipulated that the fund principal must remain inviolate and that only income may be expended. In determining the minimum acceptable levels for endowment funds, projected annual endowment income, both now and in the future, should be sufficient to fulfill the donor's intended purpose. Because of the cost of fund administration in relation to projected annual endowment income, a minimum of $10,000 is necessary to establish a new endowment in the Foundation or for The Regents. A name for an endowed fund is selected by the donor and, if necessary, approved by The Regents. Endowed Chairs
The Regents of the University of California retain authority for establishing and naming endowed chairs. No commitment for establishing and naming a chair shall be made to a prospective donor prior to Regental approval. Endowment income supports the teaching, research, and professional activities of the chair's incumbent beyond the level of traditional University support and is often instrumental in recruiting or retaining eminent faculty members. The total amount of a gift or gifts to establish an endowed chair is listed above. Endowed Research Fund $100,000 Endowed Research Fund income is used at the discretion of the Chancellor, Vice Chancellor or Dean for departmental, disciplinary or individual faculty research support. Included in this type of endowment fund would be endowments designated by the donor to support faculty research, a departmental research program, or a research prize. Visiting Scholar Fund $50,000 Endowed Visiting Scholar Fund income is used at the discretion of the Chancellor, Vice Chancellor or Dean to support the teaching, research, and professional activities of a visiting scholar, lecturer, or artist. Endowed Fellowships $50,000 Endowed Fellowship income is used at the discretion of the Chancellor, Vice Chancellor or Dean to attract top graduate students to UCSD. Endowed Scholarships $25,000 Endowed Scholarship income is used at the discretion of the Chancellor, Vice Chancellor or Dean to attract top undergraduate students to UCSD. Scholarships may be awarded on the basis of need, merit, or a combination of both. Endowed Lectureships
Endowed University and Departmental Lectureship income is used at the discretion of the Chancellor, Vice Chancellor or Dean to bring guest lecturers to UCSD from other institutions. These scholars often bring a new dimension to the UCSD educational environment. Endowed Library Funds $10,000 Endowed Library Fund income is used at the discretion of the University Librarian to provide support for the acquisition or maintenance of books, and the purchase or maintenance of equipment for the UCSD libraries. Unrestricted Endowment Funds $10,000 Unrestricted endowment income can be used to respond to unexpected opportunities and provide overall flexibility to UCSD academic programs. Endowed discretionary funds are established for unrestricted campus-wide purposes and are allocated at the discretion of the Chancellor. Planned gifts are contributions from individuals wherein the use of the gift is usually deferred, and may involve assets without a readily ascertainable value in excess of $50,000. Planned gifts irrevocably transferred to The Regents or UC San Diego Foundation may qualify for a naming opportunity if the gift's present value as determined by accounting rules and Internal Revenue Service requirements exceeds the naming opportunity minimum. The naming opportunity may not be realized until the funds are available to The Regents or the UC San Diego Foundation. Formal written proposals and personal solicitations for significant gifts often indicate to prospective donors that the gift would be recognized with an appropriate naming opportunity. However, no commitment for naming University streets, roads, land reserves, buildings, portions of buildings, centers of activities, and other highly visible properties or programs shall be made prior to campus, community advisory board (if appropriate), Presidential or Regental approval. Chancellor endorses naming proposal where there may be a controversy, gift opportunity, etc. Endorsement by the Department, School or College, and Provost or Vice Chancellor. Any other needed endorsement or additional information. If President's approval is required, the Development Office sends naming proposal to the Office of the President. If Regents' approval is required, Regents' Item is scheduled for Regents' meeting. |
