SUBJECT: Staff Affirmative Action Goals Progress Reports
Attached for your review and information is a summary of the University's
progress toward meeting its staff affirmative action goals during the last
reporting year (October 1, 1991 - October 31, 1992). More detailed reports
concerning this activity were distributed by Staff Affirmative Action to Vice
Chancellors/Directors last week. You will note that each major organizational
unit is evaluated as to progress achieved in each of three areas: Diversity
in referral pools for recruited jobs; target achievement in recruited jobs;
and target achievement in non-recruited jobs (e.g., jobs filled via
recruitment waiver, casual to career transfer of the employee and/or
reclassification of existing employees).
Of particular note in this year's report is that a larger proportion of goals
are being met via the reclassification process this year as compared to last.
This is a phenomenon we would expect based on shrinking resources and the fewer
open positions consequently available. Many managers are not aware of the
potentially significant impact on goal achievement that the reclassification
process represents. You are encouraged to evaluate your current work force
whenever opportunities for new job assignments arise in the interest of
enhancing opportunities for underrepresented groups. In this manner, if you
reclassify an existing employee into an underrepresented position, not only will
you be providing an opportunity for the individual, you will also be meeting a
goal for the University.

Note: While a normal UCSD reporting year is November 1 through October 31,
this year the reporting period includes 13 months of placement
activity because a University-wide computer system conversion resulted
in only 11 months of data being analyzed last year.
