SUBJECT:    Staff Affirmative Action Training Program Committee, 1994-1995 Call for Department Proposals

One of the affirmative action objectives of the University is to
increase diversity in career positions (Staff, A&PS and MAP)
where there is insufficient representation of people of color and
women. Implementation of the Staff Affirmative Action Training
Program is one method by which this objective may be achieved.

The Staff Affirmative Action Training Program Committee extends
two separate invitations--one for departmental proposals and
another for individual proposals. I am pleased to announce the
call for departmental proposals for the 1994/95 fiscal year.

Departments are invited to submit proposals for funds in support
of departmental training and development programs which will
enhance the job skills of people of color and women. The
training and development programs will prepare employees for
advancement to positions of greater responsibility which are
underrepresented.

The program may be utilized to:

I.  Provide on-the-job training by placing a participant in a
  temporary position (i.e., casual or internship) or by
  creating a temporary position for a participant, or

II.  Enhance the skills of a participant to prepare him/her for
  career advancement.

The applicant's ethnicity or gender must be directly matched to a
position of greater responsibility which currently lacks
sufficient representation in the same ethnic or gender category.
This is a critical component of the program. By this method, the
program serves as a direct "pipeline," providing a way to reduce
underutilization in identified areas.

The following is an example of a previously funded Staff
Affirmative Action training program:

The UCSD Medical Center received funding that allowed individuals
on staff to attend an 18-week course that would enable them to
become certified Nursing Assistants. This Certification allowed
the participants to be reclassified from Hospital Assistants to
Senior Nurses Aides. This process of training and
reclassification provided an upward mobility opportunity for
approximately four individuals. Staff Affirmative Action Training
Program funding offset the cost of textbooks and tuition, and
enabled the Department to temporarily replace the participants
with per diem staff.

Additional information regarding the requirements, selection
criteria and a training program application form are attached.
Departments must submit the application form to the Staff
Affirmative Action Office, 0923, no later than March 31, 1994.

The Staff Affirmative Action Training Program Committee will
review all proposals and make recommendations by June 15, 1994.

REQUIREMENTS AND SELECTION CRITERIA FOR
STAFF AFFIRMATIVE ACTION
DEPARTMENT TRAINING PROGRAM FUNDS 1994-95

REQUIREMENTS

1.  Requests for funds must be received no later than March 31,
   1994.

2.  The proposed activity must occur during the period of
   July 1, 1994 through June 30, 1995.

3.  All funds must be expended by June 30, 1995.

4.  An evaluation form must be submitted upon completion of the
   awarded activity.

5.  The Training Program Committee may ask departments to
   provide a brief presentation to the Committee in the event
   more information is needed.

SELECTION CRITERIA

A combination of the following factors will be considered by the
committee during the review process.

1.  Will training be provided to an employee(s) seeking a job
   for which there is underutilization? Relatedly, are there
   sufficient anticipated openings to allow reasonable chance
   for promotion or transfer of the participant(s)?

2.  Is the proposal part of an attainable career plan for
   promotion or career change of the participant(s)?

3.  What matching funds or resources will the department
   contribute for training the participant(s)?

4.  Have Staff Affirmative Action Training Funds been allocated
   previously to the department? If so, the program evaluation
   submitted in accordance with Requirement #4 above will be
   used in the evaluation of this proposal.
