SUBJECT:    Update on Proposed A&PS Policy Revisions

As you may recall, during last August we conducted a formal
campus review of a proposal to update the designations of A&PS
job titles and related policy provisions for purposes of
administering A&PS hours of work and overtime policies to satisfy
the requirements of the federal Fair Labor Standards Act (FLSA)
as defined by recent court interpretations. The University
intends to move forward to implement interim Exempt and Non-
Exempt A&PS title designations and policy revisions effective
May 1, 1994 (April 24 for those on biweekly payroll). These will
be interim title designations and policies pending any redesign of
personnel programs and definitive agreement on interpretation of
FLSA rules.

On March 15, Compensatory Time Agreement notices will be mailed
to the home address of all A&PS and Staff employees moving from
exempt to non-exempt status. These notices propose that
compensation for overtime hours worked by non-exempt employees be
provided either in the form of compensatory time off or pay, at
management discretion as a condition of employment. The notices
will inform affected employees that acceptance of compensatory
time off is voluntary. Those who do not accept this condition of
employment are to sign the form enclosed in the mailing and
submit it to Judy Johnson, Compensation Manager, no later than
April 15, 1994. Otherwise, they will be considered to have
agreed to the compensatory time off method of overtime
compensation. Departments will be sent the names of any
employees who do not accept compensatory time off before the
May 1, 1994 implementation date.

Since the formal review period last summer, and based on comments
from the University community, there have been some changes in
the Exempt and Non-Exempt A&PS title lists that were proposed at
that time. Changes since the August 5, 1993 notice are as
follows:
