SUBJECT:    Staff Affirmative Action Training Program-Call For Vice Chancellor Unit or Departmental Proposals

One of the affirmative action objectives of the University is to increase
diversity in career positions (Staff, A&PS and MAP) where there is
insufficient representation of people of color and women. Implementation of
the Staff Affirmative Action Training Program is one method by which this
objective may be achieved.

I am pleased to announce the call for Vice Chancellor unit or departmental
proposals for the 1995-96 fiscal year (FY). In FY 1994-95, seven projects
were funded with the total allocation of $69,000.

Vice Chancellor units or departments are invited to submit proposals for
funds to support departmental training and development programs which will
enhance the job skills of people of color and women. The proposed activity
must benefit at least three individuals.

The program may be utilized to:

I.  Provide on-the-job training by placing participants in temporary
   positions (i.e., casual or internship) or by creating temporary
   positions for the participants, or

II.   Enhance the skills of participants to prepare them for career
    advancement.

The applicants' ethnicity or gender must be directly matched to a position
of greater responsibility currently lacking sufficient representation. The
program serves as a direct "pipeline," providing a way to reduce
underutilization in identified areas.

Please call the Staff Affirmative Action Office at Ext. 45717 for specific
information regarding underutilization in your Vice Chancellor unit.

The following is an example of a previously funded training program:

Funding allowed four individuals to attend an 18-week course to become
certified Nursing Assistants, thus allowing them to be reclassified from
Hospital Assistants to Senior Nurses Aides. The cost of textbooks and
tuition was offset by the funds provided, and enabled the Department to
temporarily replace the participants with per diem staff.

Requirements, selection criteria and a training program application form
are attached. Vice Chancellor units or departments must submit the
application form to the Staff Affirmative Action Office, 0923, no later
than March 31, 1995. The Committee will review all proposals and make
recommendations by June 15, 1995.

       REQUIREMENTS AND SELECTION CRITERIA FOR
        1995-96 STAFF AFFIRMATIVE ACTION FUNDS

REQUIREMENTS:

1.  Requests for funds must be received no later than March 31, 1995.

2.  In the event more information is needed, the Training Program
   Committee may ask Vice Chancellor units or departments for
   clarification or to provide a brief presentation to the Committee.

3.  The proposed activity must benefit at least three individuals.

4.  The proposed activity must occur during the period of July 1,
   1995 through June 30, 1996.

5.  All funds must be expended by June 30, 1996.

6.  An evaluation must be submitted upon completion of the awarded
   activity by July 31, 1996.

SELECTION CRITERIA:

A combination of the following factors will be considered by the committee
during the review process.

1.  Will training be provided to employees seeking jobs for which
   there is underutilization? Relatedly, are there sufficient
   anticipated openings to allow reasonable chance for promotion or
   transfer of the participants?

2.  Is the proposal part of an attainable career plan for promotion
   or career change of the participants?

3.  What matching funds or resources will the department contribute
   for training the participants?

4.  Have Staff Affirmative Action Training Funds been allocated
   previously to the department? If so, the program evaluation
   submitted in accordance with Requirement #6 above will be used in
   the evaluation of this proposal.
