SUBJECT:    Settlement of Antitrust Suit - Airlines and Commuter Carriers

THE FOLLOWING INFORMATION SHOULD BE DISTRIBUTED TO THE
PERSON(S) RESPONSIBLE FOR TRAVEL ARRANGEMENTS.

On May 10, 1995, the United States District Court for the District of
Columbia granted final approval to the settlement of an antitrust suit
filed by a group of state Attorneys General against a group of airlines
and commuter carriers. The University of California qualifies as an
"Eligible Governmental Entity" under the settlement and may take advantage
of a 10% discount off the purchase of any published domestic airfare in
excess of $50.00 for official university travel beginning August 8, 1995
and continuing through February 9, 1997 or until the $40 million
settlement is reached, whichever occurs first.

Discount fare tickets for domestic air passenger transportation will be
issued upon presentation of appropriate evidence of eligibility (applies
to all fund sources). Any of the following will constitute appropriate
verification that travel is being conducted for the purpose of official
business on behalf of an Eligible Governmental Entity (based on the
official notification received by the Office of the President from the
State of California Department of Justice).

I.  Purchase of a discount fare ticket with an authorized Eligible
  Entity Governmental Entity charge card;

  *For UCSD, the "charge card" can be either your UCSD Diner's Club
  Card or the direct billing of your tickets to UCSD (which is done
  automatically via a corporate Diners account for any of the San
  Diego based travel agencies that you have formally done business
  with).

II.  Authorizing letter, on Eligible Governmental Entity letterhead,
  stating that the traveler is conducting official government
  business. The letter must include the traveler's name, dates of
  travel, and basic itinerary together with an authorizing signature.

  *For UCSD, official departmental "letterhead" stationary with the
  signature that approves travel for the department along with the
  requested information is appropriate.

III.  Executed Eligible Governmental Entity travel request form and
   payment or executed travel authorization form with official Eligible
   Governmental Entity warrant or approvals; or

   *For UCSD, a copy of the completed and authorized Travel
   Notification and Request for Travel Advance is appropriate. However,
   this option should be used only if options I. and II. are
   unavailable (please contact the Travel Office contacts referenced in
   this notice for guidance before using this option).

IV.  Eligible Governmental Entity purchase order for domestic air
   passenger transportation services.

   *For UCSD, not used.

At the time the ticket is purchased, the travel agent must be told that
the purchase is part of program code "MULTISTATE" and that the "CRS CODE"
is MS10.

This discount may be used on the purchase of a ticket for domestic travel
with any of the following Participating Airlines:

Alaska    Northwest
American    Trans World Airlines
Continental  United
Delta      USAir

(Note: Southwest Airlines is not a Participating Airline.)

The discount will also be available for domestic travel:

1.  On a connecting flight involving a Participating Airline and any
commuter carrier when the entire flight appears in the computer
reservation system ("CRS") under the two-letter code of the Participating
Airline; or

2.  On travel wholly on any of the following commuter carriers when the
flight appears in CRS's under the two-letter code of a Participating
Airline:

The discount will not be made available for (i) travel on any commuter
carrier when the flight appears in CRS's under the commuter carrier's own
two-letter code; or for (ii) direct (i.e. non-connecting) travel solely on
any nonparticipating commuter carrier, even if the flight appears under
the two-letter code of a Participating Airline.

PLEASE BE ADVISED THAT USE OF THIS DISCOUNT FOR TRAVEL OTHER
THAN FOR OFFICIAL BUSINESS MAY CONSTITUTE FRAUD AND WILL BE
PROSECUTED TO THE EXTENT ALLOWED BY LAW.

In order to provide you with information as soon as possible so that you
may take advantage of this discount, this notice is being sent out
immediately. As additional information and/or clarification is received,
it will be sent to you.
