SUBJECT: UC Personnel Policies for Staff Members
The UC Personnel Policies for Staff Members were implemented on
July 1, 1996, for Professional and Support Staff (previously A&PS and SPP), Managers and Senior Professionals (previously MAP), and the Senior Management Group (previously the Executive Program). The new policies simplify personnel administration by consolidating the current four-tier personnel program into a single personnel program covering all levels of non-represented staff. Unless otherwise indicated, the main body of the policies sets forth the basic rights and terms of employment for all university employees.
The new policies have undergone extensive review by the UCSD community, including opportunities for comments by faculty and staff focus groups, staff associations, and individual employees. Many of the comments and recommendations received were submitted to the Office of the President and a number of the UCSD recommendations have been incorporated into the final document. The UCSD Implementing Procedures have been developed to augment the UC Personnel Policies. During the past several months, the
UCSD Implementing Procedures have undergone an intense informal and formal review process. The final set of UCSD Implementing Procedures are being printed and prepared for distribution to the campus.
The UC Personnel Policies will be distributed soon by the Office of the President to the campuses. The distribution of the UC Personnel Policies and UCSD Implementing Procedures will be distributed to the campus during the next two weeks in a collaborative effort coordinated by the Human Resources Office of Policy Development and Quality of Work/Life and the Office of Administrative Records. All current Staff Personnel Manual Holders will receive a set of the UC Personnel Policies for Staff Members, a set of the UCSD Implementing Procedures, and a three ring view binder with a cover page.
A supply of pocket-size manuals of the UC Personnel Policies for Staff Members has been ordered for UCSD. As soon as they are received, an appropriate distribution process will be initiated.
The final version of the UC Personnel Policies for Staff Members will
be updated on the World Wide Web soon. The UCSD Implementing Procedures will be updated on the Policy Development and Quality of Work/Life Home Page by Monday, July 15, 1996. The Implementing Procedures are available at http://www-hr.ucsd.edu/online/qwl. Then go to the section entitled documents related to UCSD Implementation Procedures of IMI and select UCSD Implementing Procedures. Until the new UC Personnel Policies and UCSD Implementing Procedures are distributed and updated on the Web, please continue using the May 1996 drafts of the policies.
Exclusively represented employees in the Technical Unit and the Research and Support Professional Unit will continue to be covered by the provisions of the Staff Personnel and Administrative and Professional Staff Programs, whichever program is applicable, until labor contracts are negotiated. Employees in the Police Officer title (5323) will continue as members of the Staff Personnel Program pending the results of an upcoming election.
