SUBJECT:    Use of Bulk Mail Permit #128 and #391

The U.S. Postal Service "Reclassification Reform" (effective July 1,
1996), will necessitate many changes in the way Mail Services prepares
non-profit, First and Third Class bulk mail. Presently, we are using
Permit #128 and #391 (La Jolla, CA) and Permit #1909 (San Diego).

The users of Permit #1909 are receiving better postal discounts for
zip codes beginning with 919, 920, and 921 because these mailings are
being processed at the Carmel Mountain Postal Facility in San Diego.

Mail Services recommends that you start using Permit #1909 as soon as
possible to help your department lower postage costs. Prior to going
to print, send or fax a copy for approval to Bill Hudson at the U.S.
Postal Service, 11251 Rancho Carmel Drive San Diego, CA 92199-9651,
674-0413 (FAX). This will ensure that your mailing will qualify for
non-profit rates.

Effective January 1, 1997, all courtesy or business reply letter size
cards and envelopes enclosed in a bulk mailing should be automation
capable with the correct FIM (Facing Identification Mark) and Barcode
(See PPM Section 553-5 for details). The following are acceptable
indicias for Permit #1909, Non-Profit bulk mailings:

     NON-PROFIT ORG.      NON-PROFIT ORG.
      U.S. POSTAGE        U.S. POSTAGE
        PAID      - OR-      PAID
      SAN DIEGO, CA          U.C.S.D.
      PERMIT #1909

Another option you have is to submit the mailing without the indicia
and Mail Services will apply it for you.

The use of Permit #128 and #391 will be discontinued effective January
1, 1997.
