SUBJECT:    1997 Annual Notice on Substance Abuse

Each year the faculty, staff and students of the University of California
are reminded of UCSD's commitment to a campus environment free from the
problems of substance abuse. For this purpose, key administrators should
post this Notice in a visible area.

Although national statistics indicate that the use of illegal drugs has
been declining in the United States, there has been an increase in San
Diego county in the number of individuals admitted to drug treatment
programs, deaths resulting from drug overdoses, and arrests for drug
offenses. In spite of warnings regarding the use of alcohol and tobacco,
both substances continue to be leading causes of death in our country.

If you or someone you know has a problem with substance abuse, you are
encouraged to contact the Faculty and Staff Assistance Program on campus at
534-5523. Medical Center employees should contact National Resource
Consultants/Blue Cross at 571-8222. These support services are strictly
confidential and are free of charge to faculty and staff employees.

A publication entitled "Substance Abuse Program: Official Notice to
Academic and Staff Employees and Students," has been available to provide
information on substance abuse; where help is available; and the
requirements for reporting convictions for and consequences of substance
abuse while on university business or property. That publication is being
revised and will be accessible by May 1, 1997 on the Policy Development and
Quality of Work/Life Home Page at http://www-hr.ucsd.edu/~qwl/sa.html and
in hard copy in the Human Resources Department, Judicial Affairs, the
libraries, the Academic Personnel Office, and the Job Opportunities Program.

Please join me in reaffirming a commitment to a university family free from
the problems of substance abuse.
