SUBJECT:    Proposed Changes to the Salary Plan for Non-Exclusively Represented Employees

The University of California is still awaiting resolution of the
1997-98 State of California budget before an announcement can be made
with all of the details regarding the salary plan for the coming year.
Nevertheless, key changes are currently being proposed for
non-exclusively represented employees that I want to inform you about
at this time. The proposal that follows is a continuation of the
compensation initiative begun last year which included the adoption of
a new salary policy at UCSD that brought all non-exclusively
represented staff employees under a single set of guidelines with
respect to salary administration. The proposed effective date for the
changes summarized below is October 1, 1997.

I. EXPANSION OF PROFESSIONAL AND SUPPORT STAFF (PSS) GRADE STRUCTURE
It is proposed that the current seven-grade salary structure be
expanded to fourteen grades to accommodate all of the non-represented
titles not currently on the grade structure. The new grade structure
would have the same design features as the current PSS grade
structure; that is, 10% differentials between range midpoints and
range length of approximately 50%. The new longer ranges will provide
employees at range maximum with additional potential for salary growth
based upon their performance, and will provide supervisors and
managers with increased flexibility for salary administration.

Titles already assigned to the PSS grade structure will remain at the
same grade as currently assigned and the salary range values are
proposed to increase consistent with the anticipated general increase
for 1997-98. For titles not currently assigned to the PSS grade
structure, most will be slotted into the new grade structure according
to comparison of salary range midpoints. A few titles have
subsequently been assigned to a higher grade based upon internal
alignment, or to improve the competitiveness of our rates where survey
analysis has demonstrated a market lag and recruitment and/or
retention difficulties have been experienced.

II. DELETION OF TITLES
A list of non-exclusively represented titles proposed for deletion can
also be located at the same website. None of the titles listed have
incumbents and there is no anticipated future use of these titles.

III. PROGRAMMER/ANALYST AND COMPUTER RESOURCE MANAGER RANGE
ADJUSTMENT
Given the persistent market lags for some computer-related positions,
as well as recurrent recruitment and retention difficulties, it is
proposed that the Programmer/Analyst and Computer Resource Manager
titles be removed from both the PSS and the Manager and Senior
Professional (MSP) grade structures and assigned title-specific salary
ranges to allow for salary range maximums to be increased by 20%. The
new broader ranges will allow UCSD to pay competitive rates as needed
for highly-priced specialty areas, yet not require the mandatory
increases to minimum that would be associated with simply regrading
the series. The proposed ranges include a 2% increase to the range
minimums and 20% increase to the range maximums, except the
Programmer/Analyst I which has a new lower minimum and a maximum that
is approximately 41% higher. The proposed ranges can be viewed at the
same website mentioned above.

Subject to the availability of resources, departments may request equity
increases in cases where individual salary rates are low in the range
and/or below market rates to assist in retaining staff. Requests should
be submitted to Human Resources in writing and justification should
consider internal equity as well as external competitiveness.

IV. STUDENT WAGES
It is also proposed that the majority of all casual-restricted
positions be classified in the student Assistant series. Positions
classified in non-exclusively represented titles (99) may retain their
currently assigned classification, as deemed appropriate by the Job
Opportunities Program staff. The Assistant IV level of the series,
which has not been used at the San Diego campus, will be introduced to
accommodate the higher paid casual-restricted positions where a
variety of specialized skills are required. Proposed ranges for the
Assistant series are:

4922   Assistant I   not in use
4921   Assistant II   $5.15 - 8.00/hour
4920   Assistant III  $6.50 - 10.50/hour
4919   Assistant IV  $9.00 - 15.00/hour

Casual-restricted positions will continue to be paid rates equivalent
to the rates paid to other UCSD employees performing similar
functions. The Assistant II minimum will be adjusted to $5.15/hour on
September 1, 1997 (in advance of the general structure adjustment) to
comply with the new federal minimum wage.

Three open forums will be held in which this proposal will be
discussed in more detail. Any questions you may have can be answered
at that time.
