SUBJECT: | Formal Review of the UCSD Implementing Procedures for the UCSD Catastrophic Leave Donation Program |
In January 1995, the UCSD Catastrophic Leave Donation Program was
introduced to the campus on a pilot basis for non-represented employees
only. The Program provided opportunities for willing and eligible career
employees to donate vacation leave hours to support their colleagues'
personal or family medical leave under specific and defined criteria. In
July 1996, due to its tremendous success, the Program was made
available on a permanent basis for non-represented employees only.
In June 1995, the Program was expanded to include exclusively represented
employees in the AFSCME Clerical and Allied Services Unit, the Patient
Care Technical Unit, and the Service Unit also on a pilot basis. The "pilot"
status of the Program for this category of employees remains unchanged.
In June 1997, the UC Office of the President provided new Implementation
Guidelines for Local Catastrophic Leave Sharing Programs. Consequently, UC
Campuses were delegated the authority to develop and implement leave
sharing programs in accordance with the UC Guidelines. In order to
comply with the UC Guidelines, the UCSD Catastrophic Leave Donation Program
required only limited modifications and procedures' formatting.
The following modifications have been incorporated into the UCSD
Implementing Procedures (HRS-2) for the UCSD Catastrophic Leave Donation
Program:
1. References and Related UC Personnel Policies for Staff Members
(e.g., 41/Vacation, 42/Sick Leave, 43/Leave of Absence);
2. Policy Statement;
3. Definitions of Catastrophic Illness and Injury, Leave Credit and
Serious Health Condition;
4. Step-by-step procedures to simplify and clarify the use of the
Program; and Forms enhancements (appendices A through E).
The Campus community is invited to comment on the UCSD Implementing
Procedures (HRS-2) for the Catastrophic Leave Donation Program. All
comments received no later than October 14, 1997, will be evaluated,
and as appropriate, incorporated into the final version of the Procedures. The
final version of the Procedures will be effective November 1, 1997.
