SUBJECT:    Richard Feinberg, Dean of IR/PS to Step Down

Richard Feinberg, the dean of the Graduate School of International
Relations and Pacific Studies (IR/PS) since July 1996, has stepped
down as IR/PS dean to take on new roles for the university in
expanding programs that link UCSD to the international Pacific Rim
community.

Feinberg, who will remain on the IR/PS faculty, has been named
director of the APEC (Asia Pacific Economic Cooperation) Studies
Center based at IR/PS and has also been appointed Special Adviser to
the Chancellor for Pacific Rim Affairs. The APEC Studies Center is a
federally-designated center dedicated to promoting research, scholarly
exchange, and public education on subjects of interest to APEC-member
countries, which includes 18 Pacific Rim countries. As director,
Feinberg will replace retiring Professor Lawrence Krause, who helped
to establish the APEC Center at IR/PS. In his new role, Feinberg will
develop a strategic plan for increasing UCSD's links in the Pacific
Rim region, including Latin America.

Miles Kahler, Rohr Professor of Pacific International Relations and
director of research at IR/PS, will serve as acting dean. Kahler, one
of IR/PS's founding faculty members, is a renowned scholar of
international relations and served as acting dean in 1993. The search
for a new dean will begin this fall.

During his tenure as dean of IR/PS, Feinberg has strengthened the
school's advisory board and its ties to the San Diego community, and
developed new programs in Latin America and Asia. He also played a
pivotal role in promoting UCSD membership in the UC Center in
Washington, D.C.
