SUBJECT: | Proposed Revisions to UC Staff Policies |
The following UC Personnel Policies for Staff Members reflect proposed
modifications. Each of the policies are accessible on the Human Resources
website and present new policy language in bold italics, and deletions in
strikeouts.
The following statements provides a brief summary of the proposed policy
changes:
NON-DISCRIMINATION IN EMPLOYMENT (Staff Policy 12) and
AFFIRMATIVE ACTION (Staff Policy 14)
The proposed policy changes add "genetic characteristics" to the category
of "medical condition" in conformance with Senate Bill 654, which amends
the California Fair Employment and Housing Act, Government Code Section
12926(h). This change in law will be effective January 1, 1999.
The same changes would also be reflected in the revised Presidential "Non-
Discrimination and Affirmative Action Policy regarding Academic and Staff
Employment" and the Non-Discrimination and Affirmative Action Policy
Statement for UC Publications regarding Employment Practices.

ADMINISTRATIVE LEAVE (Staff Policy 46)
The proposed policy changes related to jury duty and time spent in
administrative or legal proceedings are intended to simplify and clarify
personnel administration.

REDUCED FEE ENROLLMENT (Staff Policy 51)
The proposed policy changes would clarify The Regents' intent that the fee
reduction only applies if the employee's enrollment does not exceed three
courses or nine units; whichever limit provides the greatest benefits to
the employee. Additional language also has been added to make it clear
that an employee who is eligible for a fee reduction under Staff Policy 51
is not eligible for an additional fee reduction under the Policy and
Procedures for Part-Time Study.

LAYOFF AND REDUCTION IN TIME FROM PROFESSIONAL AND
SUPPORT STAFF CAREER POSITIONS (Staff Policy 60)
The proposed policy changes will clarify the intent of the trial employment
provision of this policy.

REASONABLE ACCOMMODATIONS (Staff Policy 81)
The proposed policy changes will clarify the intent of the policy. The
words "who are disabled" are proposed to be added to this policy to ensure
reasonable accommodations for employees whose existing disability at the
time of hire becomes an issue at the time of their reclassification or
transfer.
