OFFICE OF THE ASSISTANT VICE CHANCELLOR HUMAN RESOURCES July 23, 1999 ALL AT UCSD (INCLUDING UCSD HEALTHCARE) SUBJECT: Informal Review of the Revised UCSD Performance Management and Appraisal Process This Notice is provided to announce the informal review period for the Revised UCSD Performance Management and Appraisal Process. Review and comments regarding the proposed modifications to the UCSD Performance Management and Appraisal process are invited and encouraged. In October 1998, a Notice was issued to advise the campus community about the efforts, recommendations and final Report of the Performance Management Process Team. Convened in early 1997 and encompassing representatives from each Vice Chancellor's area, the Team was charged: to strengthen and expand performance management for the UCSD community; to research performance management and appraisal models within or outside of higher education; to design a minimalist performance management model that would provide the Vice Chancellors with greater flexibility in their application of the process; to develop performance standards for The UCSD Principles of Community, Diversity, Health and Safety, and Customer Service; and to recommend a performance appraisal review cycle to correlate with the campus' new merit review cycle. The Report is available on the Human Resources Department's website at: http://www-hr.ucsd.edu/pubs.html. During the past several months, consultation sessions have been conducted with each of the Vice Chancellors and some of their key administrators. These sessions provided opportunities for interactive discussions regarding the components of the Team's Report, corresponding proposed modifications to the UCSD Implementing Procedures 23/Performance Appraisal and the four UCSD Performance Appraisal and Development Models. The components of the UCSD Performance Management and Appraisal process available for review and their Human Resources Department website location are as follows: UCSD PERFORMANCE MANAGEMENT AND DEVELOPMENT MODELS: Each of the Models include a Description, References and Instructions. The Instructions include information about the UCSD Performance Appraisal Process; UCSD Performance Appraisal Ratings system that reflect ratings from Exceptional to Unsatisfactory; UCSD Standards for The Principles of Community, Diversity, Health and Safety, and Customer Service; and a listing of Exhibits. The Models also emphasize employee performance development for the coming year and introduces a separate employee comment sheet. To encourage employees' participation in the performance appraisal process, a self-appraisal form has been developed and incorporated into each of the Models. MODEL ONE: Designed to emphasize and recognize behaviors and activities that are especially germane to the development of the department and its staff. Value is placed on improving the work of the unit as well as the skill base and versatility of its staff. Model One may be viewed as applicable to work environments that are interactive and goal oriented. Supervisors and managers who prefer and are accustomed to writing narrative appraisals may select Model Two. A significant feature of Model Four is Performance Dimensions that directly relate to the functions, projects and/or goals being appraised.
