OFFICE OF THE VICE CHANCELLOR-HEALTH SCIENCES

DEAN, SCHOOL OF MEDICINE

KEY ADMINISTRATORS/KEY SUPPORT STAFF

SUBJECT:    UCSD Healthcare Organizational Changes

As I begin in the position of Interim Vice Chancellor
for Health Sciences and Dean of the School of Medicine,
I want to share with you some of my initial thoughts
about our institution, its many strengths and its promise,
and also let you know about some of the changes that I
am implementing in our organization.

In only a few decades, we have achieved preeminence as a
center for innovative research, advanced care and medical
education. Our accomplishments to date are quite remarkable,
and underscore the importance of building bridges between
disciplines and working collaboratively as a community of
common interests to advance all of our missions. This is
the spirit that has positioned us as one of the nation's
top 25 medical schools, despite our youth, and this will
be the theme I will promote during my tenure in this office.

An important and immediate priority, with our strategic plan
as a guide, is to improve UCSD's clinical delivery system and
take the steps necessary to achieve excellence in our clinical
mission on par with our world-class research and teaching
programs, for the benefit of our institution as a whole.
I am committed to working with our faculty leadership and
administrative team to continue our momentum on this front.

I believe strongly that our success depends upon collaboration
and communication, so I would like to share with you some
initial decisions I have made about the organization and
structure of the UCSD Healthcare administration. These
changes are being made to simplify the reporting structure,
give our physician leadership a stronger role as part of the
executive team, and position us to move forward with a number
of important initiatives.

Beginning August 1, the three senior UCSD Healthcare officials
reporting directly to me as Vice Chancellor are Sumiyo Kastelic,
the Director of Hospitals and Clinics; Jan Radke, M.D., the
new Chief Medical Officer for UCSD Healthcare, and David Sakai,
Chief Financial Officer, who will continue to report directly
to the Vice Chancellor as before. In addition, the UCSD Medical
Group, through its chair, David Hoyt, M.D., will report directly
to me.

As part of this restructuring, the Chief Executive Officer
position for UCSD Healthcare will be eliminated. I make this
decision with appreciation for the contributions of
Kent B. Sherwood, who has served since 1997 as CEO, entering
the position at a challenging time for UCSD's medical centers
and health system. We are grateful to Mr. Sherwood for his
leadership. Our organization today is strong financially, and
he was instrumental in the recruitment of several key leaders
who have helped us achieve better coordination of our hospitals,
medical group and business activities. With gratitude for the
important role he has played at this pivotal time in our evolution,
I wish him success in his future endeavors.

I look forward to working with you during this interim period to
advance our institution. Our strength is in the synergy we achieve
when our missions are well integrated and when we function as a
united community, with each of us as working toward common goals.
The decisions we make together will enhance and secure our important
role as a vital contributor to the health of our region and beyond.

David N. Bailey, M.D.
