SUBJECT:    Proposed Web Policy for UCSD

The UCSD Electronic Information Task Force, composed of faculty, staff, and student representatives nominated by the Academic Senate and campus administrators, was charged with the task of developing a web policy for the University of California, San Diego. The product of our efforts is a draft document that can be accessed and reviewed on the World Wide Web at:   http://www.ucsd.edu/eitf/webpolicy.html

This Policy clarifies the applicability of law and of University policy to UCSD Web sites. It also establishes new policies and procedures where existing policies do not specifically address issues particular to the use of Web sites.

The World Wide Web is an evolving and fast-changing environment for which governing laws may not yet be known or clear. One purpose of this Policy is to provide a framework within which new issues can be resolved and one that recognizes the intertwining legal, institutional, and individual interests involved.

The Policy addresses several areas:

Procedures for Establishing a Web Account. This section identifies who is eligible to author and maintain UCSD Web sites and the procedures currently in place to gain access to Web accounts. This section also defines what constitute official UCSD Web sites and what are personal Web sites.

Registration as an Official UCSD Web site. This section covers eligibility and registration for a UCSD official Web site as well as advertising on UCSD official Web sites.

UCSD Web Sites Not Registered as Official Sites. This section covers all other UCSD Web sites.

Operational Requirements and Regulations. This section addresses existing laws and policies relevant to the creation, publication, and maintenance of UCSD Web sites.

Service Restrictions. This section addresses how UCSD Web Accounts may be wholly or partially interrupted, suspended, terminated, or limited.

Recourse for Service Restriction Actions Taken. This section explains how an individual seeking review and/or appeal of actions taken under Section 7 of the Policy may initiate appropriate proceedings.

The intention of the Electronic Information Task Force has been to draft a comprehensive policy document that gives guidance to campus Web account holders and officials while supporting an open environment for the pursuit of scholarly inquiry in an environment of academic freedom.
