SUBJECT:  Current UCSD Policy for the Distribution, Posting, and Exhibiting of Non-Commercial Literature on University Property

This notice is issued to notify all students, faculty, and staff at UCSD of a recent incident involving the erroneous dissemination of an outdated version of the UCSD Policy for the Distribution, Posting, and Exhibiting of Non-Commercial Literature on University Property, referred to as the "UCSD Posting Policy." That outdated version of the UCSD Posting Policy was rescinded as of August 9, 1999 as a result of litigation initiated by the San Diego Chapter of the American Civil Liberties Union Foundation against UCSD.

Please be advised that the only posting policy applicable and enforceable at UCSD is the one set forth in Section 15.15.11.10 of the UCSD Policies and Procedures Applying to Student Activities, effective September 1, 2000, and PPM 510-1 Section XII, effective September 1, 2000. This policy prohibits UCSD officials from engaging in any content-based censorship on the basis of the perceived offensiveness or discriminatory nature of the speech of materials posted on campus.

All UCSD officials are hereby directed to withdraw and immediately destroy any and all notices, handbooks, or other materials distributed after August 9, 1999 that are not in compliance with Section 15.15.11.10 of the UCSD Policies and Procedures Applying to Student Activities or PPM 510-1 Section XII, effective September 1, 2000.

All UCSD officials are also hereby directed to immediately forward to the Director, Student Policies and Judicial Affairs, any student handbooks, policy manuals and directives, including UCSD web sites, to insure that they contain no provisions or policy descriptions that conflict with Section 15.15.11.10 of the UCSD Policies and Procedures Applying to Student Activities, effective September 1, 2000 or PPM 510-1 Section XII, effective September 1, 2000.
