SUBJECT:   Transportation and Parking Study

Transportation & Parking Services, in collaboration with the Campus Planning Office, will soon begin work on a consultant study of UCSD's parking and transportation programs. The consultant will analyze existing campus plans for future parking facilities and analyze the impact these facilities will have on future parking permit rates. In addition, the consultant will:

• Consider potential changes to current parking policy, including the possibility of restricting some or most students living in on-campus facilities from purchasing parking permits, yet recognizing the differing needs of resident students (those who live in residence halls versus those in apartments, those who work, those who are disabled, etc.).

• Consider the feasibility of entering into agreements with third-party developers to construct and operate on-campus parking facilities.

• Evaluate and recommend expanded alternative transportation programs including both University- and public-operated transit programs, rideshare programs, bicycle facilities and others.

• Review the current parking permit system for efficiency and equitability and make recommendations on parking permit restructuring.

• Research and analyze technological innovations and operational modifications that would result in more efficient utilization of parking facilities.

• Evaluate the feasibility of separating the revenues, expenditures and financing of Medical Center parking and transportation services supporting clinical patient care programs from those serving UCSD's students, faculty and staff.
