SUBJECT:  Cogeneration Plant Testing Construction Alert

It is necessary that we accelerate the start-up and testing process for our campus cogeneration plant to have the plant fully operational and ready for beneficial use during the anticipated electrical power supply crisis starting in the month of June.

We stated previously that we would provide a construction alert prior to the date of any major work on the campus electrical system that could cause electrical service disruption. The start-up testing of the cogeneration plant has commenced and will continue during the next three weeks. On April 17th and 18th, the turbine generators will be operating at full "live load" for performance acceptance testing and for the purpose of obtaining San Diego Air Pollution Control District permits.

All efforts will be made to perform construction with no impact on the operation of the campus electrical system. However, we recommend that operations that are sensitive to minimal voltage variations be curtailed during these construction alert periods to avoid any possible damage to laboratory and building equipment.

The completion of these projects will enhance the electrical supply and distribution reliability to the campus.
