SUBJECT:    Formal Review of Proposed Changes to UC Personnel Policies for Staff Member 2/Definition of Terms and 60/Layoff and Reduction in Time

This Notice is to announce the formal review of proposed changes to the UC Personnel Policies for Staff Members (UCPPSM).

The University of California (UC) has developed a proposal to establish forty-two (42) supervisory titles for certain employees covered by the UC Personnel Policies for Staff Members (UCPPSM). Currently, employees who are designated supervisors are classified in the same payroll title as non-supervisors. The proposal will permit the development of a single supervisory title for each classification series. The new supervisory titles could be assigned to more than one salary grade. This effort is designed to avoid the need to have a supervisory designation for each corresponding classification title. As an example, designated supervisors classified in the Administrative Analyst (7243), Senior Administrative Analyst (7242), and Principle Analyst I (7241) series will be reclassified to Administrative Analyst Supervisor (7660). The proposal will not impact an employee's current salary and salary grade. This concept has the advantage of eliminating the proliferation of title codes, which has been one of the Human Resources Management Program objectives within the UC.

Implementation of this proposal will require modification to the following UC Personnel Policies: the definition of upward, lateral, and downward reclassification in Staff Policy 2/Definition of Terms; the order of layoff provisions in Policy 60.E/Indefinite Layoff and Reduction in Time; and the recall provision in Staff Policy 60.F.1/Right to Recall. It has also been recommended that a definition of "Regrading" be added to Staff Policy 2/Definition of Terms.
