SUBJECT: Review of Proposed Revisions to UCSD Implementing Procedure This notice is provided to announce the review of Proposed Changes to UCSD Implementing Procedures 30/Salary. One of the recommendations of the Staff Retention and Support Steering Committee calls for increased salary-setting flexibility and further decentralization of equity increase authority. It is believed that the implementation of this recommendation will contribute to improvement of UCSD's recruitment and retention experience. Accordingly, the Human Resources Department is proposing revisions to UCSD Implementing Procedure 30/Salary. The following proposed changes to Procedure 30/Salary are applicable to employees covered by the UC Personnel Policies for Staff Members:
Section III/Policy: Subsection H/Equity Increases will be modified to reflect that Vice Chancellors will have the authority to approve equity increases up to the salary range maximum, with the continued ability to re-delegate authority for granting equity increases up to the salary range midpoint. The authority to grant increases above the midpoint will not be subject to re-delegation.
Other revisions: Currently there are two documents that support the Universitywide salary policy: UCSD Implementing Procedure 30/Salary and a document entitled "UCSD Salary Setting Guidelines for Non-Exclusively Represented Employees." To streamline and consolidate these procedures and guidelines, both documents will be combined into the new UCSD Implementing Procedure 30/Salary. Section III Subsection B; Policy now includes Range Placement Guidelines. Attachment A - Equity Increase Justification and Approval Record is provided to record related transactions and submittal to the Human Resources Department. Attachment B - Frequently Asked Questions is provided to respond to inquires. The revised Procedures 30/Salary may be reviewed electronically at http://www-hr.ucsd.edu/~qwl/policies/proposedsp30.html Key Administrators are requested to notify affected employees in their areas regarding these proposed changes.
