SUBJECT:  Information on Blink for Layoffs/Reductions in Time

The decision to lay off university staff is difficult for both managers and employees. The new Blink menu of layoff/reduction in time resources is a valuable new tool for the equitable, compassionate, and consistent application of layoff/reduction in time guidelines and procedures. Through the new Blink menu, supervisors can find answers to frequently asked questions, a layoff/reduction in time checklist, as well as information about:

* Types of layoffs/reductions in time,
* Layoff facts by Personnel Policies for Staff Members (PPSM) and
   collective bargaining agreements,
* Initiation procedures for layoffs/reductions in time,
* Seniority calculations, and
* Effective staff communications.

PLEASE NOTE: Any supervisor who determines that a reduction in workforce is necessary should contact Employee Relations (ER) immediately. ER staff can facilitate the implementation of a reorganization plan and assist with the overall layoff process, notice obligations, rehire and recall considerations, communication issues, and workload issues for remaining staff.

The menu also contains information on layoffs/reductions in time for employees, including:

* Frequently asked questions and answers,
* Preferential rehire and recall rights,
* Campus support services,
* Benefits checklists, and
* California Employment Development Department (unemployment insurance).
