ALL ACADEMICS AT UCSD

SUBJECT:  APM 025 - Conflict of Commitment and Outside
                     Activities of Faculty Members

I write to remind you of the disclosure requirements stated in APM 025. The policy has two major provisions:

1. Faculty are required to obtain approval before engaging in the following (Category I) activities, which are ordinarily not allowable:

*Assuming an executive or managerial position in a for-profit or not-for-profit business. This does not include consulting for or serving on the board of directors of an outside entity.

*Serving as a salaried employee outside the University.

*Administering a grant outside the University that would ordinarily be administered under the auspices of the university.

*Engaging in other compensated outside professional activities which common sense and good judgment would indicate are likely to raise issues of conflict of commitment.

Eligible faculty who anticipate Category I involvement in the coming academic year must prepare a Request for Approval of Category I Activity form and submit it to their department chair(s) to initiate the review and approval process.

2. All faculty are required to file the Report of Category I and II Compensated Outside Professional Activities and Additional Teaching Activities form. These reports are due in the department chair's office no later than November 1, 2003, for the period July 1, 2002, through June 30, 2003. Disclosure forms are required even if the faculty member has nothing to disclose.

This policy applies to salaried full-time and part-time faculty members, including academic deans, provosts and vice chancellors. It does not apply to Unit 18 Lecturers, Research/Project Scientists, Specialists, and Academic Coordinators/Administrators. Faculty in the School of Medicine who participate in the new Health Sciences Compensation Plan are to use the form "Annual Report for School of Medicine Academic Appointees (HSCP & APM 025)." This form will satisfy the reporting requirements for both the Health Sciences Compensation Plan and APM 025.

Department chairs are responsible for ensuring that all faculty members submit an annual disclosure form and that all disclosed Category I activity has been pre-approved.

The policy and instructions for completing the forms may be found at:
