SUBJECT:    Holiday Closure/Bonus Leave

The University's one-time Bonus Leave Program provides eligible, policy-covered staff employees two days of paid leave to be used on December 28 and 29 of the holiday closure. As previously reported, agreement has been reached with AFSCME for eligible Service Unit employees who will also receive the two days of bonus leave.

Application of the Bonus Leave Program to other represented employees continues to be subject to collective bargaining. Decisions regarding application of bonus leave to these employees will be made via ongoing systemwide negotiations; therefore, departments should consult the following guidelines in administering represented employees' time-off during the holiday closure.

These employees should notify their supervisors in advance of how they plan to cover any working days during the closure that are not covered by paid holidays. These days may be charged to accrued vacation, compensatory time-off (non-exempt employees only), or voluntary leave without pay in accordance with the following:

1. An employee may use vacation in advance of its actual accrual. Also, newly hired employees, represented and policy covered, may use their vacation accruals without having six continuous months on pay status.

2. An employee with accrued compensatory time may elect to use it to cover the two days off.

3. An employee who does not wish to use vacation or compensatory time-off may request leave without pay for these days based upon departmental approval. The employee will not lose hourly vacation or sick leave accruals for these two days.

It is critical that your department adhere to the above guidelines and ensure the prescribed administration of the Bonus Leave Program during the holiday closure is upheld, without exception.
