Chief Health Sciences Counsel

We are pleased to introduce Anthony M. Perez as the first Chief Health Sciences Counsel for UC San Diego. In this new position, Tony will provide advice and counsel on legal issues pertaining to the medical and pharmacy schools, and the hospitals and clinical system. His responsibilities will encompass the wide range of issues related to health care administration, management, and operation of a medical center associated with a major research university. Working with UC San Diego’s Chief Counsel, he will advise us on joint venture and other contractual relationships, claims and risk management activities, development and application of campus policies and procedures, legal compliance in all areas of our clinical, research and academic activities, responses to legal challenges, and coordination with outside counsel involving civil litigation against the campus.

Tony’s background positions him well for this role. He comes to UC San Diego from UC Davis, where he most recently served as the UC Davis Health System Chief Compliance Officer. He was previously director of the Institutional Review Board at UC Davis, overseeing the design, implementation and administration of the UC Davis Human Research Protection Program, and he also served as one of two resident health law counsels for the UC Davis health system. Early in his career he worked as an attorney in private practice and served as Manager of Legislation and Public Information for the California Department of Fair Employment and Housing. For several years he also held an appointment as an adjunct professor at the University of San Francisco, teaching a course on Health Law and Managed Care.

Tony earned his degree in economics from CSU Sacramento and his J.D. from McGeorge School of Law, part of the University of the Pacific.
