SUBJECT:    Implementation of Visiting Graduate Student Fee

The shrinking state budget has forced the Office of Graduate Studies to review the extent to which it is able to provide services to non-state supported programs. One area of scrutiny has been the ever-increasing number of visiting graduate students who come to UCSD to perform research, and who are registered and tracked by OGS as the office of record. Such students, often international, make important contributions to our campus in terms of diversity and their research output. However, they also derive substantial benefits, including, on occasion, research salaries, and yet make no monetary contribution to the campus in terms of fees. Developing policy for, and tracking, such students represents a considerable time commitment for OGS, and one for which we receive no direct support.

For this reason, I must announce the implementation of a Visiting Graduate Student fee of $100, effective for all students who will begin their stay on or after October 1, 2010. This is a one-time fee that covers a period of stay up to two years without a break in service of more than 30 days. The maximum currently allowed for a Visiting Graduate Student without an exception to policy. Departments must supply an index number to which to charge this fee when submitting Visiting Graduate Student paperwork to my office. The one-time fee will be automatically assessed at the end of the month following the student's appointment start date. At the department's discretion, they may seek reimbursement of this fee from the student as a condition of the visit.
