SUBJECT:    Search for the Vice Chancellor-Research

An internal search for a new Vice Chancellor for Research is now underway. Following consultation with the Academic Senate, I write to announce the composition of the Search Committee (listed below) and to invite nominations and applications for the position of Vice Chancellor for Research.

With overall managerial responsibility for UCSD's research enterprise, the Vice Chancellor for Research promotes, supports and facilitates UC San Diego's research mission and the infrastructure required of a top research institution. As a key member of the University's leadership, the Vice Chancellor reports directly to the Senior Vice Chancellor-Academic Affairs and represents the university at the campus, local, state, national, and international levels. Successful candidates should have some prior experience in academic administration and must have a distinguished record of scholarship, teaching, and service.

The Vice Chancellor for Research may be appointed to serve at 100% time for a five-year term, renewable following appropriate review or for a one-year interim appointment. The Search Committee, chaired by AVC Suresh Subramani, will begin reviewing candidates in July 2010, and will continue until the position is filled. Nominations and applications received by Friday, July 23, 2010 will receive full consideration. Our goal is to select a final candidate and make an appointment in the Fall quarter. VICE CHANCELLOR - RESEARCH
University of California, San Diego

POSITION DESCRIPTION

Reporting directly to the Senior Vice Chancellor - Academic Affairs, and working closely with the Vice Chancellors Health Sciences and Marine Sciences, the Vice Chancellor - Research has overall managerial responsibility for UCSD's research enterprise.

RESEARCH ADMINISTRATION - Initiates, coordinates, and administers policies, procedures, and activities which enhance research on the campus; oversees General Campus organized research units and multi-campus research units; reviews and approves proposed appointments, promotions, and merit increases for General Campus non-Senate research personnel (Research Scientists, Project Scientists, and Specialists); oversees Postdoctoral and Visiting Scholar policies; facilitates the development of proposals for extramural funding of research; fosters interaction with federal, state, and private agencies and with industry to promote campus research programs; coordinates campus policies and practices related to university interaction with industry; promotes research ethics and receives and resolves allegations of research misconduct; oversees UCSD compliance with federal and state guidelines for research; plays a coordinating role for oversight of research compliance; supervises the Animal Care and Animal Welfare Programs; responsible for human embryonic stem cell policy and review; oversees the UCSD Natural Reserve System site; creates new opportunities for enhancing research activities and research funding on campus through partnerships with other institutions, foundations, and granting agencies; represents UCSD at the University of California Council on Research and other State and national forums.

INTELLECTUAL PROPERTY MANAGEMENT - Supervises the Assistant Vice Chancellor for Technology Transfer and Intellectual Property. Oversees the campuswide technology transfer program; formulates and administers local policies related to intellectual property, including patents and copyrights; develops faculty and industry liaisons and education programs to facilitate cooperative research activity.

CONTRACT AND GRANT ADMINISTRATION - Supervises the Assistant Vice Chancellor for Contract and Grant Administration. Develops policy and directs the administration of UCSD's contract and grant activity, including the functions of award negotiation, proposal processing, and coordination with granting foundations and agencies to serve the campus research community. Resolves research issues for General Campus, Health Sciences and SIO that involve a potential campus impact. Reviews and approves General Campus contract and grant proposals requiring University matching funds or policy exceptions. Reviews, approves, and monitors state, federal, and University conflict of interest requirements. Provides policy guidance to discussions about University relationships with industry and assists in defining/creating University policies to address current issues related to conflict of commitment, use of University facilities, student interactions, etc.

GENERAL ADMINISTRATION - Serves on the General Campus Program Review Committee; advises the Senior Vice Chancellor Academic Affairs, Chancellor and others on research matters and General Campus budget priorities and resource allocations; advises and makes recommendations to the Senior Vice Chancellor, Campus Counsel, and senior administrative staff on the review and resolution of academic employee relations issues; serves on the Chancellor's Council.

FEDERAL AND STATE RESEARCH RELATIONS - Supervises the Director of Government Research Relations. Develops strategy, activities, and advocacy to promote UCSD research priorities and facilitate research partnerships involving UCSD, federal and state organizations.
