SUBJECT:    NIH Non-Competing Award Process

I am pleased to announce that, effective February 16, 2011, Principal Investigators will be delegated authority to directly submit NIH Electronic Streamlined Non-Competing Award Process (eSNAP) progress reports via the NIH eRA Commons. As a result of this change, departments will no longer be required to prepare internal UCSD proposal documents, including budgets and RES forms, associated with these proposals. This change is the result of ongoing efforts to streamline and achieve greater efficiencies in the contract and grant process. This change is also consistent with actions undertaken at several UC campuses, such as UCLA and UCSB. The Office of Contract and Grant Administration (OCGA) in partnership with the Health Sciences Sponsored Projects Pre Award Office (HSSPPO) and the SIO Contract and Grant Office, will update the NIH eRA Commons to grant all eligible PIs authority to submit progress reports, effective February 10, 2011. Once this authority has been granted, each PI will receive an auto-generated email confirming the update. In the future, eSNAP submission authority will be automatically granted, as new PI Commons user ids are issued via OCGA.

The following support will continue to be provided by OCGA, HSSPPO and SIO OCGA:

* As needed, assist PI's and departments to prepare and complete the eSNAP progress reports

* Coordinate with departments to ensure IRB and IACUC protocols are current at time of receipt of the continuation Notice of Grant Award (NGA)

* Ensure Conflict of Interest documentation is current
