SUBJECT:    Appointment of Cynthia M. Palmer as Assistant Vice Chancellor for Academic Personnel

I'm delighted to announce the appointment of Cynthia Palmer as Assistant Vice Chancellor for Academic Personnel (Asst. VC-AP) effective June 1, 2015. Ms. Palmer is currently the Executive Director of the Academic Senate at UC Riverside.

Ms. Palmer will bring to UC San Diego a deep knowledge of the complexities of shared governance in the UC system, a thorough understanding of academic personnel policies and procedures, and a strong commitment to our mission as a public research institution, acquired in her sixteen years of service at UC Riverside.

At UCR, Ms. Palmer currently serves as the chief administrative officer of the Senate and chief policy consultant for the faculty, Executive Council, and all standing committees; this includes serving as the campus resource for matters such as governance, bylaws, academic regulations, resolutions, policies, precedents, faculty grievances and faculty disciplinary issues. Prior to her leadership of the Senate office, Ms. Palmer spent five years as a Principal Senate Analyst, responsible for coordinating all activities for several standing committees including the Committees on Academic Personnel, Privilege and Tenure, Charges, Rules and Jurisdiction, Faculty Welfare and the Grievance Consultation Panel. This was preceded by seven years in the Office of the Executive Vice Chancellor and Provost as a Principal Academic Personnel Analyst where she managed every aspect of the personnel process for several colleges, was solely responsible for the maintenance, distribution and staff training related to the campus personnel procedure manual, and coordinated the activities of the Committee on Academic Personnel prior to its transfer from Academic Personnel to the Senate Office.

Reporting to AVC-AP Tamara Wall, Ms. Palmer will be responsible for managing the overall academic personnel services program for UC San Diego; developing strategies to manage academic personnel issues, programs, policies and procedures that are responsive to the needs of the campus within institutional goals and objectives. She will manage the operations of the Academic Personnel Services units, setting direction and establishing priorities for Academic Advancement & Training, Academic Diversity and Equal Opportunity, Academic Employee Relations & Policy, and Academic Compensation, Data & Systems. Ms. Palmer will serve as the chief advisor to the EVC and AVC-AP on academic personnel issues and as a primary consultant for academic vice chancellors, deans, department chairs and other academic leadership across the UC San Diego campus.
