SUBJECT:    Impact of a Possible U.S. Government Shut-down on Federally Funded Sponsored Research

Congress and the White House have not yet resolved ongoing FY 2019
budget issues. The midnight December 21, 2018 deadline for a budget
resolution or extension of the continuing resolution is approaching. If
no action is taken, there may be a partial federal government shutdown
which would impact the following agencies: National Science Foundation
(NSF), National Aeronautics and Space Administration (NASA), National
Oceanic and Atmospheric Administration (NOAA), Department of Justice
(DOJ), and Department of Homeland Security (DHS). FY19 budgets are
approved for many agencies that fund research including Department of
Defense (DOD), National Institutes of Health (NIH), Department of Energy
(DOE).

In the event of a partial federal government shutdown, the Office of
Research Affairs will seek to maximize continuity of support for faculty
research activities. The following is an initial guide for federally
funded contracts, grants, cooperative agreements, and sub-awards:

*Spending may continue if the award has already been received, barring
receipt of a Stop Work Notice or other such notification from the
sponsor.

*Spending on awards or award modifications not yet received (new,
continuing, or renewal) becomes the decision and risk of the PI's
department. Advance approvals for specific projects will be considered
if endorsed by the applicable Dean, and should be at levels needed to
initiate or maintain the project.

*Award actions that are under negotiation (new, renewal, etc.) and
multi-year contracts that end after the expiration of the Continuing
Resolution (CR), may be put on hold by the sponsor.

*Deadline dates for submitting applications for funding opportunities
previously published, are unchanged unless formal notifications are
published or received advising of changes to the deadline dates.

The Office of Research Affairs will provide additional details to the
campus community as the FY 2019 budget process becomes more certain.
