Project Location/Description: The closure of Downwind Way has been postponed until the evening of September 19 from 9:00pm until 5:00am September 20, for storm drain improvements needed for The Scripps Institute of Oceanography. The SIO Stormwater Outfall project includes storm drain system improvements, installing storm water treatment systems and landscape to remove pollutants and to reduce the velocity and volume of runoff to prevent erosion. An underground directional boring machine has been used throughout the project to minimize impacts. However, there is a section of pipe that needs to be welded together on the street and then fed underground. Construction roadwork will be located on Downwind Way, just east of La Jolla Shores Drive and will include the welding together of a section of pipe. Immediate Parking Lot, Street Traffic, and Pedestrian Impacts: Downwind Way, between La Jolla Shores Drive and Expedition Way, will be fully closed during construction hours. A portion of Shellback Way will be also be closed from the Nierenberg Hall loading dock to Downwind Way. Vehicles, bicycles, and pedestrians will be detoured around the construction area using La Jolla Shores Drive, North Torrey Pines Road, and Expedition Way. The Birch Aquarium at Scripps Institute of Oceanography will remain accessible during construction. Emergency vehicles will have access to Deep Sea Drilling and Nierenberg Hall during construction. In the event of an immediate emergency, the pipe in the roadway can be severed to allow traffic to pass through.
