SUBJECT:    Eligibility for limited-submission funding opportunities

Highlights:

The Office of Research Affairs (ORA) provides coordination for all
funding programs in which extramural sponsors limit the number of
proposals that may be submitted from a single institution. Prospective
applicants should consult https://ucsd.infoready4.com/ or contact the
limited-submission program (limitedsub@ucsd.edu) for details of process
prior to developing a full application.

To ensure applications from UC San Diego are accepted, and to ensure
sufficient time for PIs to meet complex proposal requirements, internal
deadlines often fall weeks to months in advance of the sponsors’
deadlines. Announcements are posted on an internal portal and
distributed campus-wide through two opt-in listservs dedicated to
general and biomedical funding programs. Links to subscribe, as well as
current opportunities, can be found at the link above.

Sponsors of limited-submission opportunities include federal agencies,
foundations, associations, and other organizations, and can be
identified by language such as “only one application per institution is
allowed” or “an organization may participate in three proposals per
competition.” Enforcement mechanisms are stringent and we coordinate to
ensure that UC San Diego does not exceed the allowable number of
applications.

The internal process enables all investigators to express their interest
and/or submit a brief pre-application by our deadlines. Where campus
demand exceeds the number of available slots, internal review is
conducted by an independent faculty committee, with members appointed by
the Academic Senate. Committees review all materials and recommend the
most competitive proposals to represent UC San Diego using the criteria
in the sponsor’s solicitation. All applicants are notified of the
outcome and are provided review comments on their applications.
