Conflict of Commitment Annual Disclosure Reminder and UC OATS

Dear Colleagues,

This notice serves as a reminder that conflict of commitment annual certification disclosures for covered faculty members under Academic Personnel Manual sections 025, 671, 240, and 246 in the University of California Outside Activities Tracking System (UC OATS) have a quickly approaching campus due date of November 1, 2021.

Annual Disclosure Requirement in UC OATS

UC OATS use for annual disclosures and certifications became mandatory in 2019. November 1, 2021 is the campus annual disclosure and certification deadline for all FY 2020-21 activities. All policy-covered faculty members are required to certify annual disclosures in the UC OATS system, even if they plan to certify that they have no annual disclosures to report. In addition, requests for pre-approval for Category I designated activities also must be processed in UC OATS.

For new faculty, reviewers, and approvers in need of system and policy training for UC OATS, please note there are on-demand training modules available via the UC Learning Center for both APM025 and APM 671 here.

As a brief reminder, while Category I requests made in UC OATS must be accompanied by documentation that indicates the Office of Research Compliance and Integrity has reviewed the proposed outside professional activity, Conflict of Commitment (COC) annual disclosures and prior approval requirements are separate and distinct from requirements that faculty (and other research personnel) comply with for the University of California’s Export Control Policy and the Office of the Vice Chancellor for Research’s Conflicts of Interest (COI) disclosure requirements.
