Appointment of New Export Control Director Michael Miller
Following a nationwide search, I am pleased to announce the appointment of Michael Miller as director of Export Control, effective May 17, 2021. The Export Control program is part of Research Compliance and Integrity at UC San Diego. Mr. Miller will serve as the campus leader and resource for developing and maintaining an effective export control and industrial security compliance program. Federal regulators continue to place high priority on export control compliance by universities primarily due to concerns about homeland security and unauthorized use of technology to U.S. economic competitors. Mr. Miller’s primary responsibility is to ensure we are meeting the needs of our faculty and researchers by providing support and expertise in these areas.
Mr. Miller has held positions in higher education at the University of Central Florida and most recently at the University of Colorado, Boulder. As director of Export Control at Boulder, he was responsible for redesigning an Export Control program at a university with over 34,000 students and 4,500 faculty and research scientists. He ensured compliance with federal regulations, including Office of Foreign Assets Control sanctions and embargoes, and conducted training briefings across campus on topics ranging from foreign influence to insider threats. While at the University of Central Florida, he developed the program for a campus of over 68,000 students and 1,200 staff, authored the campus export control policy, managed restricted party screenings and administered export compliance training across all levels of the organization.
In addition to his work in higher education, Mr. Miller has also held positions at Saab Defense and Security, Harris Corporation and General Dynamics Information Technology where his responsibilities included implementing export control practices for foreign defense contractor activities, creating industrial security programs and overseeing subcontracts management.
Mr. Miller has a national reputation in export compliance and administration and is a member of the Society for International Affairs, a founding member of the Association of University Export Control Officers and was appointed to the Defense Trade Advisory Group in the U.S. State Department. He received his B.A. in Legal Studies and in Criminal Justice and his M.A. in Criminal Justice from the University of Central Florida.
