The Negotiated Salary Trial Program Phase 2 Taskforce delivered their report to UC Provost Michael Brown on April 13, 2022. The Taskforce recommended institutionalizing the program and converting it to policy. The University invites comments on the Taskforce report and proposed policy.
On February 5, 2013, the Negotiated Salary Trial Program (NSTP), also known as the General Campus Compensation Plan (GCCP) at UC San Diego, was approved for implementation at UC Irvine, UC Los Angeles, and UC San Diego. The program was approved as a five-year trial from July 1, 2013 through June 30, 2018, with a taskforce review occurring in year four to evaluate the program’s future.
A joint Senate-Administration Taskforce was convened to conduct the review of Phase 1 of the program. Their report, issued on June 22, 2017, recommended continuation of the NSTP for an additional four-year period and a subsequent review after the third year.
The Phase 2 Taskforce, appointed in October 2021 under the leadership of Vice Provost Benjamin Hermalin from UC Berkeley, was asked to assess the program and recommend whether to institutionalize or end the NSTP. The Phase 2 Taskforce report includes substantial program data as well as survey feedback from faculty and administrators. The report also addresses how the program could be improved and potentially expanded. Ultimately, the Taskforce recommends institutionalizing the program.
