We are pleased to announce the appointment of Randy G. Leopold as Associate Vice Chancellor Capital Program Management, effective September 1, 2022.
Randy joined UC San Diego in May 1999 and is recognized as an industry expert with more than 33 years of experience directly related to capital project delivery and management. Randy assumed the role of Interim Associate Vice Chancellor in December 2021, with full responsibility and oversight of all UC San Diego and UC San Diego Health capital projects. His leadership is founded on building trust through integrity, relationships, and responsible communication with campus leadership. He also provided stability and consistency of Capital Program Management services by building on the cultural and professional foundation that is vital to collective success.
While maintaining his overall responsibilities for the Healthcare Project Management team, Randy was heavily involved in the construction trailer of the Jacobs Medical Center project. He led a team that created, developed and implemented a successful schedule and budget recovery plan.
Randy’s notable accomplishments include the development and implementation of innovative strategies for the effective delivery of healthcare projects, including the creation of the Project Charter process. Randy has led the change in management protocols, proactive cost forecasting, Hi-Performing Teams, client and industry outreaches, virtual shop drawing reviews, BIM/Bid procurement strategies, and adaptive staffing philosophies. He provided leadership at the Director level within the Office of Facilities Design & Construction with responsibility for managing all aspects of project implementation and delivery. Randy has also managed teams that led the programming, budgeting, scheduling, designing, delivering, constructing, and equipping of UC San Diego and acute care hospital projects. Finally, Randy oversaw the LEED Gold award winning Sulpizio Cardiovascular Center project, which was delivered ahead of schedule and under budget.
As Associate Vice Chancellor Capital Program Management, and in collaboration with executive leadership, Randy will be responsible for establishing the strategic direction, implementation, and overall management of an $11.3 Billion Capital Program, transforming the physical landscape of the campus and the redevelopment of the Hillcrest campus. This includes outpatient infrastructure and replacement of the existing Hillcrest Hospital; integration of additional public transit options, expanded infrastructure, housing, academic and research buildings, and mixed-use facilities to address future enrollment growth demands aimed at ensuring enhanced student experience, cultivating an inclusive and diverse community, expanding our research prowess and impact, improving the delivery of advanced healthcare and enriching our community.
