When engaging in such activities, our campus must carefully navigate U.S. laws and regulations seeking to protect national security, economic interests, and support foreign policy.
Export controls are the laws that aim to protect national security, economic interest and support foreign policy. Export control is a shared responsibility and violations of U.S. export control regulations can result in personal and institutional liability, including fines and imprisonment. UC San Diego is committed to providing resources and guidance to support awareness and understanding so that our community works within regulatory requirements.
University activities with potential export control implications include:
- Collaborations with an international entity (institution or individual).
- International shipments or transporting equipment, items, samples, pathogens, toxins, materials, or controlled data.
- Engagements (even virtual) with entities in countries subject to U.S. sanctions and embargoes (including Cuba, Iran, North Korea, Russia, and Syria).
- Projects, discussions, or other activities with agreements involving publication or foreign person restrictions.
The research and international experience at UC San Diego is enhanced through effective stewardship of resources, policies, training, and compliance. The Office of Research and Innovation (ORI) promotes a culture of responsible cutting-edge scholarship, innovation, collaboration and communication at UC San Diego. Export Control support is just one of the support functions within ORI’s Research Compliance and Integrity that can provide the resources, tools, and expertise to support campus community international activities. The team can assist with determining when activities have regulatory implications and provide guidance towards license requirements and securing export-controlled items and information.
