Second Campuswide Review of UC San Diego Policy and Procedure Manual (PPM) Section 230-016, UC San Diego Procedures for Academic Senate Faculty Discipline

The University invites a second round of comments on a proposed UC San Diego Policy and Procedure Manual (PPM) Section 230-016, UC San Diego Procedures for Academic Senate Faculty Discipline.

APM 016, the University Policy on Faculty Conduct and the Administration of Discipline, requires each Chancellor to establish procedures for the administration of discipline on the campus. Consistent with the transparent administration of APM 016 and UC Academic Personnel Manual (APM) Section 015 – the Faculty Code of Conduct, Academic Personnel Services (APS) drafted and posted Interim UC San Diego Procedures for Academic Senate Faculty Discipline.

The interim procedures are now proposed for permanent institutionalization in the form of PPM 230-016.

The initial UC San Diego PPM 230-016 procedures were available for initial campuswide review from April 28, 2023 through July 1, 2023, and have been further modified in response to a request from the University of California Regents asking campuses to implement the following provisions by Fall 2025:

  • The Chancellor may propose a range of disciplinary sanctions in the notice of proposed discipline under APM 016.
  • The Chancellor should include the administration’s available dates to participate in the hearing in their notices of proposed discipline.
  • Within 14 calendar days of the Chancellor filing formal disciplinary charges, the Academic Senate Committee on Privilege and Tenure should appoint a panel to conduct a disciplinary hearing.

In addition to the above provisions as well as multiple technical edits, two additional modifications were made:

  • Adding notations to confirm that no informal resolution is available to disciplinary cases involving Sexual Violence and Sexual Harassment (SVSH) findings.
  • For clarity and efficiency, the provisions of Bylaw 336 and any other applicable policies are directly referenced in these sections rather than rewriting them into this document.

A draft of the proposed policy and the interim procedures on which they are based can be found on the Academic Personnel Services Policies Website by expanding the “Policy & Procedure Manual (PPM) Policies Under Review or Open for Comment” sub-section.
